The Newest Voice in a Crowded Field

Most major economies run an English-language channel aimed at viewers abroad. The idea is old and the list is long.

Britain built the model with the BBC World Service. Germany followed with DW, Japan with NHK World, France with France 24, South Korea with Arirang, Qatar with Al Jazeera. Several of Taiwan’s neighbours – including Vietnam, Thailand, Indonesia and China – set up their own before Taiwan did.

TaiwanPlus is the late arrival. Taiwan’s culture ministry described its launch as something the country had been working toward for roughly twenty years, which gives a sense of how overdue it was considered domestically.

Being last has one advantage. The channel launched into a streaming era rather than a satellite one, and was built for YouTube and apps from the start rather than retrofitted onto them.

Not Just a News Channel

This is where TaiwanPlus differs most from the established names.

DW and Al Jazeera are news organisations with features attached. TaiwanPlus is closer to the reverse – a lifestyle and culture channel with a newsroom inside it.

Streaming First, Television Second

TaiwanPlus did not arrive as a television channel. It became one.

2021

The service launched in 2021 as an online platform – a website, an app and social video. There was no broadcast slot and no set-top box carriage. For a year it operated purely as a streaming operation.

2022

The television channel followed in 2022, taking a terrestrial slot in Taiwan and running around the clock. A continuous YouTube livestream launched alongside it, which is how most viewers outside Taiwan still watch.

The sequence matters. Where older international broadcasters built television first and added streaming later, this one did it the other way round – and its global availability reflects that.

Who Funds It, and What That Means

TaiwanPlus is funded by Taiwan’s government through its culture ministry, and operates under the country’s public broadcasting structure. Officials have been open about the purpose: Taiwan’s international media presence was limited, and the government wanted a platform to present the country’s own perspective to English-speaking audiences.

This places TaiwanPlus in the same category as every other state-funded international broadcaster. Each exists partly to inform and partly to represent its country abroad. DW does it for Germany, NHK World for Japan, Arirang for South Korea.

For viewers, the practical approach is the same everywhere: useful for understanding how a country sees itself and what it wants understood, and best read alongside other sources on anything contested.
