Not a Broadcast Channel

Every other Malaysian channel covered on this site reaches homes through a transmitter or a satellite dish. Selangor TV reaches them through a web browser. There is no set-top box that will find it, and scanning for channels will not help.

Why Selangor Built Its Own Channel

Broadcast licences in Malaysia are issued federally. State governments do not control who gets one.

Selangor’s state administration wanted a way to communicate directly with residents – announcements, assembly proceedings, council decisions, state programmes. Access to federally operated channels for that purpose was not available to it, and a licence of its own was not granted.

So the state took the route that required no licence at all. It set up a media company under its own investment arm and began publishing online, sidestepping the broadcast system rather than trying to enter it.

The approach looked unusual when it started. In hindsight it was early – a government publishing straight to the internet years before that became ordinary practice.
